Practical improvement

Governance has changed: policies alone can't show that governance is working.

The NDIS Commission’s 2026–27 Regulatory Priorities increase scrutiny of systemic governance and workforce capability failures that allow preventable harm to persist in high-risk settings.

Medecs is a clinically led partner helping NDIS providers determine whether policies, workforce capability, incident and complaints systems, and frontline practice are working together—not as separate compliance activities.

Through collaborative online evidence review and structured governance conversations, we give leaders visibility of what is working, where systemic risk is emerging and what action comes next—while minimising disruption and expense.

Can your leadership team demonstrate that governance is working in frontline practice—and act when it is not?

Clinical intelligence for confident executive decisions

Medecs gives NDIS leaders clearer visibility of how governance, workforce capability and frontline practice are working across their organisation.

Through clinically led governance intelligence and practical advisory support, we identify systemic risks and capability gaps, establish improvement priorities and provide an achievable pathway from findings to action.

The result is stronger governance, safer practice and greater executive confidence that risks are being identified, escalated and addressed before preventable harm occurs.

Better visibility. Clearer priorities. Stronger assurance.

Gap audit

A proprietary framework for evidence-based governance intelligence

The Governance & Workforce Capability Gap Audit is underpinned by Medecs’ proprietary Governance Capability Assessment Framework (GCAF).

Rather than relying on a policy review, a single evidence source or unstructured professional opinion, the GCAF brings multiple forms of organisational evidence into one consistent and professionally moderated methodology:

  • Representative organisational evidence
  • Structured governance conversations
  • 40 Governance Capability Statements
  • Four integrated governance pillars
  • Objective evidence-based scoring
  • Clinical and governance moderation

The assessment produces a Governance Capability Index, Executive Governance Report and practical Improvement Roadmap—giving executive leaders transparent, evidence-based intelligence to support assurance, prioritisation and future organisational planning.

Frequently asked questions

What is the Governance & Workforce Capability Gap Audit?

The Gap Audit is an independent, evidence-based assessment of how effectively an organisation’s governance systems, workforce capability and frontline practice work together to identify and manage risk. Powered by the Medecs Governance Intelligence System, it gives Boards and Executive Leaders a clear picture of current capability, systemic gaps and priority improvement areas.

Who is the Governance & Workforce Capability Gap Audit designed for?

The Gap Audit is designed for NDIS providers seeking greater assurance over clinical governance, workforce competency and organisational risk. It is suitable for providers of different sizes and structures, including smaller not-for-profit organisations, growing providers and larger multi-site services delivering medication support, complex healthcare or high-intensity supports.

What areas of clinical governance and workforce capability does the Gap Audit assess?

The assessment examines 40 Governance Capability Statements across four integrated Governance Pillars:

  • Governance & Clinical Leadership
  • Workforce Capability & Competency Assurance
  • Medication Safety & Complex Healthcare Governance
  • Executive Governance & Organisational Assurance

Together, these pillars examine whether governance expectations are understood, implemented and visible in frontline practice.

How does Medecs assess an organisation’s governance capability and maturity?

Medecs applies its proprietary Governance Capability Assessment Framework to organisational evidence and structured governance conversations. Each of the 40 Governance Capability Statements is assessed using defined evidence requirements, a governance maturity scale, professional assessor judgement and clinical-governance moderation. This provides a consistent and evidence-based assessment rather than a general opinion or policy review.

How is the Gap Audit different from an NDIS certification audit?

An NDIS certification audit is conducted by an approved quality auditor as part of provider registration. The Medecs Gap Audit is an independent governance and workforce capability assessment that helps leaders understand how governance arrangements are working across their organisation. It does not replace an NDIS certification audit, accreditation process or regulatory review.

Does the Gap Audit assess or confirm NDIS compliance?

No. The Gap Audit does not certify compliance, determine regulatory breaches or provide legal or clinical advice. It examines governance capability, available evidence alignment and organisational assurance against relevant expectations, helping leaders identify areas of strength, potential exposure and matters requiring further attention before risks become more serious.

What organisational evidence does Medecs review?

Medecs reviews a representative selection of governance, workforce, clinical and operational evidence. This may include policies, procedures, registers, training and competency records, participant-related records and other evidence relevant to the agreed scope. Structured conversations with Executive Leadership, Operational Management and frontline support workers help determine whether documented systems are understood and applied in practice.

What is our organisation’s responsibility during the assessment?

Your organisation appoints a key contact, provides the requested representative evidence and makes the relevant leaders, managers and frontline workers available for structured conversations. Evidence should be accurate, current and supplied within the agreed timeframe. Where evidence is unavailable, this is considered within the assessment rather than replaced through assumption or verbal assurance.

Why is the Gap Audit completed online rather than onsite?

All 40 Governance Capability Statements can be assessed through organisational evidence, structured governance conversations and professional assessor judgement. None requires a premises inspection or direct onsite observation. Online delivery also minimises disruption and expense, enables national access and allows participants to contribute efficiently. An onsite visit is not used to replace missing governance evidence.

How long does the Gap Audit take to complete?

The Gap Audit is ordinarily completed within a 30-calendar-day assessment window, subject to the organisation providing evidence and making relevant personnel available as agreed. The commencement date, evidence schedule, governance conversations and executive debrief are confirmed during onboarding.

What will our Board and Executive receive?

The organisation receives an Executive Governance Report presenting governance maturity findings, priority risks, workforce capability gaps and areas requiring improvement. It includes evidence-based findings, leadership and organisational assurance insights, and a prioritised improvement roadmap. Medecs also conducts an Executive debrief to explain the findings and support informed governance decisions.

Can Medecs support implementation after the Gap Audit?

Yes. Where requested, Medecs can separately scope support responding to the identified governance, workforce capability and clinical improvement priorities. This may include advisory support, workforce capability development or a longer-term governance assurance partnership. Implementation is not automatically included in the Gap Audit and remains subject to an agreed scope and fee.

How much does the Governance & Workforce Capability Gap Audit cost?

Pricing reflects provider size, staff and participant numbers, locations, service complexity and the evidence requirements of the assessment. A typical smaller, single-location provider starts from approximately $7,500 plus GST, while larger or multi-site organisations receive tailored pricing based on scope. The most effective way to establish a cost is to:
